Job Requirements/Description

Bristol City Council has been appointed as the Lead Enforcement Authority (LEA) under the Tenants Fees Act 2019 where this post will be allocated. The City Council works in partnership with Powys County Council as the Lead Enforcement Authority for the Estate Agents Act and this represents a fantastic opportunity to be part of a team in an expanding area of regulation and strategy. Officers will be authorised to act on behalf of Bristol City Council and Powys County Council and will be involved in work on behalf of the whole team.

The team’s work covers the whole of the UK, so a highly flexible approach to work will be required as deployment throughout the country is likely. The post will be based remotely with a requirement for extensive travel and frequent overnight stays.

We are inviting applications from people with the ability to effectively work from home and with the willingness to travel widely.

You will have a strong team ethic, as well as possessing the necessary skills and experience to work independently and without supervision for long periods.

As a confident communicator, you will be skilled in developing relationships with partner agencies, delivering training to large audiences along with the ability to undertake criminal investigations in compliance with legal process requirements and a keen eye on national strategy.

Although based in the Trading Standards Service we welcome individuals who possess a relevant Trading Standards, Environmental Health, Housing or equivalent legal qualification.

You will be expected to undertake the full range duties associated with the LEA:

  • To oversee the operation of relevant estate and letting agency legislation
  • To issue guidance & training to enforcement authorities about the exercise of their functions. 
  • To provide information and advice to the public about the operation of relevant estate and letting agency legislation
  • To disclose information to a relevant authority for the purposed of enabling that authority to determine whether there has been a breach of, or an offence under, the legislation
  • To keep under review and from time to time advise Government on developments in the estate and lettings sector
  • Where necessary, to exercise any powers that a relevant authority may exercise for the purpose of enforcing the relevant legislation.

The Council offers flexible working and generous leave arrangements subject to employment status. Officers will be expected to work from home.
