Job Requirements/Description

Bristol is a vibrant city, with nearly 30% of Bristol's population living in the private rented sector. The City Council's Private Housing Service sets out to maintain and improve housing conditions in this sector.

The service is currently expanding, following the approval of two new property licensing schemes which went live in August 2024 - a citywide additional licensing scheme and a selective licensing scheme covering three wards of the city.

As a Private Housing Caseworker, you will work alongside Environmental Health Housing Officers, other Caseworkers and Housing Officers to:

  • Inspect licensed properties to ensure compliance with legislation.
  • Draft licensing documents, including licences, variations and revocations.
  • Investigate unlicensed properties and take enforcement action where necessary, in the form of Civil Penalty Notices (CPN) and/or prosecutions.
  • Undertake compliance checks of licensed properties.
  • Give advice to tenants, landlords and managing agents.

You must have:

  • A degree level qualification and some significant experience working in housing, a meaningful proportion of which should be in the private housing sector; or
  • A relevant HND/BTEC or equivalent in (Housing, Environmental Health, Surveying, etc.) and some significant experience working in housing, a meaningful proportion of which should be in the private housing sector; or
  • Substantial experience working in housing, a meaningful proportion of which should be in the private housing sector.

And:

  • Experience of providing direct frontline services to the public.
  • A basic knowledge of the legislation and regulations which apply to the private housing sector.

For permanent appointments, a competence-based grading system means that there could be opportunities for you to develop your career and progress to a Level 2 or Senior Environmental Health Housing Officer role, through the completion of assessed competencies. Further details can be provided at interview.  

There may also be opportunities to work in other areas of the Private Housing Service.
