Job Requirements/Description

An opportunity has arisen for a Director of Procurement for Bristol and Weston Procurement Consortium (BWPC) which provides all procurement support to both University Hospitals Bristol & Weston NHS Foundation Trust (UHBW) and North Bristol NHS Trust (NBT).

BWPC is a team of circa. 50 procurement professionals and manages a spend of circa.£500m on behalf of its consortium partners. We are in the midst of implementing SAP Ariba as a new procurement system across both Trusts and are looking for a Director to lead the team through this period of change whilst providing business as usual support to our partners in the delivery of their strategic aims and operational compliance and savings targets.

Working with a high degree of autonomy, this opportunity is a chance for someone to engage with the organisations they support to help shape how procurement supports the delivery of the joint clinical strategy between the two Trusts.

Main duties of the job

The Director will be responsible for leading the Bristol & Weston NHS Purchasing Consortium to ensure that it operates within public sector policy, the NHS legal framework and an internal operating budget of c£2.7 million to successfully achieve its objectives. This shall include the delivery of demonstrable and incremental cash releasing savings, which will form part of the cost improvement plans of the member organisations. The key purposes of the role are:

Professional leadership of the procurement team with a strategy and business plan that is aligned to the future operating model for NHS Procurement.

Build and maintain a resilient and sustainable ‘GO TO’ procurement service that is fit for purpose, innovative, embraces the values, behaviours and ethos of member organisations and which is viewed as a strategic priority, recognising good procurement practice as a business imperative.

Produce and lead the non-pay procurement programmes for member organisations, to achieve annual cost improvement targets through real and sustainable cash releasing savings.

Produce effective sourcing, supply chain and procurement strategies aligned to the Business Plans of member organisations. These will be environmentally responsible, focused on sustainable procurement that is compliant with the principles of ‘Fair and Equitable Trading and our Public Sector equality duty.

Lead a modern purchasing and supply organisation that is focused on delivering benefits from service consolidation and the purchasing power of the two acute trusts, regional procurement network and the wider NHS Supply Chain arrangements.

Maintain a strategic focus that does not lose sight of the long-term goals for delivering a “best in class” supply chain and that raises the standards of NHS procurement to make real improvement to the bottom line of each member organisation and local health economy.

Organise and manage the resources within the team to deliver against the recently issued Procurement Strategy which was developed in support of the strategic priorities of each of the partners:

Deliver a high quality and effective procurement service to meet the needs of the Purchasing Consortium members through the determination of annual priorities that are cognisant of and aligned to the future operating model for NHS procurement.
